What:
Detectives have arrested a Tampa attorney for soliciting sex and having sexual contact with a female inmate at the Pinellas County Jail.

When:
The incidents occurred between June 2017 and  December 2017.

The arrest occurred on Sunday, December 17, 2017 at approximately 3:40 p.m.

Where:
The incidents occurred at the Pinellas County Jail located at 14400 49th Street North, Clearwater.

Why/How:
Detectives have arrested a Tampa attorney for soliciting sex and having sexual contact with a female inmate at the Pinellas County Jail.

The investigation began in November 2017, when detectives received information stating that attorney, 54-year-old Andrew Spark, was soliciting sex and receiving sexual acts from female inmates at the Pinellas County Jail located at 14400 49th Street North, Clearwater. The tip stated that Spark would film the sexual acts on his personal tablet in exchange for money that he would put in the inmate’s commissary account.

According to detectives, Spark visited 25-year-old inmate Shauna Boselli on November 25, 2017, by misrepresenting himself to the jail, as her attorney. Detectives say Spark used his attorney privilege to gain a face-to-face meeting with Boselli in the Pinellas County Jail. Spark is not representing Boselli on her current charges, nor has he ever represented Boselli on any previous charges.

Spark and Boselli had briefly met on previous occasions, prior to her incarceration, at “porn conventions” in Tampa where Spark requested to make pornography videos with Boselli. Boselli and Spark could not agree on money and the video was not made. Boselli last saw Spark about a year ago.

Detectives say Spark bragged to Boselli about meeting with another female inmate earlier that day, and that he was producing a pornographic video named “Girls in Jail.” Spark offered to put money in Boselli’s commissary account in exchange for her to perform oral sex on him. Boselli declined Spark’s offer to engage in a sexual act.

Detectives were able to determine Spark also met with 28-year-old inmate, Antoinette Napolitano, on November 25, 2017. According to detectives, Spark first met Napolitano prior to her incarceration, about three years ago while she was advertising on the Backpage website for prostitution. Napolitano and Spark engaged in sexual activity multiple times in the three years, in exchange for money.

Detectives say that Napolitano was arrested for multiple drug charges on June 7, 2017. Spark has visited Napolitano 11 times since June using his attorney privilege to gain a face-to-face meeting with Napolitano in the Pinellas County Jail. Spark is not representing Napolitano for her current charges, nor has he ever represented Napolitano for any previous charges.

Between June 2017 and December 2017, detectives say Spark met privately with Napolitano and had sex with her inside the Pinellas County Jail at least six times. Spark would begin his interview by filming Napolitano in her jail uniform and ask her to narrate sexual fantasies before filming her performing sexual acts.  

On December 17, 2017, detectives received information that Spark was scheduled to arrive at the Pinellas County Jail to meet with Napolitano and film more pornography. Detectives caught Spark in the attorney visitation room with Napolitano as they were about to begin the sexual act. Spark’s penis was fully exposed when detectives entered the room.

Spark was arrested and charged with Exposure of Sexual Organs, Introduction/Possession of Contraband into a County Detention Facility, and Soliciting for Prostitution. Spark did not speak to detectives and requested an attorney.

Detectives say that it is possible that Spark has engaged in the same activity with additional female inmates at the Pinellas County Jail and at other jails throughout the Tampa Bay area and Central Florida. Spark may face additional charges as this investigation continues.

On December 18, 2017, Sheriff Bob Gualtieri held a press conference at the Sheriff’s Administration Building regarding the arrest of Spark.
