Joseph Phillips went to Gandy Beach with a group of friends on Saturday, March 31, 2018. While at the beach Phillips lost his cell phone and was left alone with his service dog. He was last seen wearing a black shirt and a fedora hat. On Sunday, April 1, 2018 Phillips' service dog was found alone on the west end of the Gandy Bridge. Phillips suffers from a medical condition which would require him to take medication regularly. Phillips had previously arranged to travel out of state on April 6, 2018 but never made his flight.

Robert Webb was reported missing, by his roommate Lorin Greene, from their shared residence at 4404 46th Avenue North, Saint Petersburg, Florida. Webb has not been heard or seen from since.
ROBERTA CABLE 01/14/2014 1700 Owen Drive, Clearwater, Florida SO14-6610
Roberta Cable was reported missing in January 2014 by a friend. Cable was living with a roommate named Jerry Gaston. He claimed that Cable had moved out to go live with family. The investigation revealed that Cable was the victim of foul play, although her body has never been recovered. Gaston died in January 2016.
RAYMOND RUPP 07/04/2012 455 Alt 19 South, Apt P259, Palm Harbor, Florida SO12-379672
Raymond Rupp was determined to be missing in September of 2012. A neighbor made a complaints about a foul odor coming from his apartment. Rupp’s dog was found dead in the apartment, but there was no sign of Rupp. Rupp has not been in contact with his family or friends since his disappearance and is believed to be a victim of foul play. Rupp had a roommate named Robert Worden prior to his disappearance. Worden moved out around the time Rupp disappeared.
KELLY ROTHWELL 03/12/2011 2708 Gulf Blvd, Unit 201, Indian Rocks Beach, Florida SO11-87474
Kelly Rothwell has been missing since March 12, 2011. Rothwell was last known to be alive as she was seen by a friend driving away from the Chili’s Restaurant in Clearwater, Florida at approximately 3:38 pm. Rothwell had lunch with a female friend and advised she was driving home to end a relationship with David Robert Perry, W/M, 04/08/64. Rothwell had plans to meet up with friends later that evening but never showed. Rothwell’s vehicle was found parked at 2nd St and 4th Ave in Indian Rocks Beach. Rothwell has not had contact with anyone since that date. David Perry left for New York that same night and has refused to cooperate with law enforcement.

Kevin Persad was last seen swimming at Fort Desoto beach on September 15, 2010. He became caught in a strong current and began to panic. He is presumed to have drown but his body has never been recovered.
LAURA NIMBACH 02/17/2009 Unknown exact location in Saint Petersburg, Florida SO09-71009
Nimbach was last seen on or about February 17, 2009 in Saint Petersburg, Florida. Nimbach was previously suicidal. She also may have had a substance abuse problem. Nimbach has a tattoo on her lower back of a tribal design with flowers and a second tattoo on her left wrist of her initials "LN".
MICHAEL TIMOTHY COSTELLO 02/27/2005 GULF OF MEXICO, APPROXIMATELY 73 MILES OFF OF JOHN'S PASS MADIERA BEACH, FL 05-174028
Michael Costello was the Captain of a commercial fishing vessel called "GulfCoaster." He and another man identified as John Molina were due back in on Sunday, 02/27/2005. On Monday 02/28/2005, family members and the owner of the vessel initiated a report to the United States Coast Guard of the missing boaters. A search was comenced over the next several days. On Wednesday, 03/02/05, debris from the missing vessel was located. The top of the cabin and the deceased body of John Molina were found. The search was eventually terminated with Costello still not found.
JOHN PAUL SKIRTA 11/10/2001 3362 PATTIE PLACE PALM HARBOR, FL 01-242830
Skirta was last seen by his father on November 10, 2001 between 12:00 Am and 07:30 AM at his home. Skirta was on medication for mental illnesses and left home without those medications. John Skirta is a white male, 43 years of age when he disappeared. He is 5 feet 10 inches tall weighing approximately 155 pounds. He has brown hair and brown eyes.
EDWARD S. CODY 07/02/1998 7 MILES WEST OF MADEIRA BEACH IN THE GULF OF MEXICO 98-144916
Edward Cody was reported missing by his sister, Deborah Belocci on 07/06/98. She reported that her brother had taken his boat out into the Gulf of Mexico on 07/02/98 to scuba dive. He left the Bay Pines Boat Ramp in his 24' pleasure vessel and proceeded to L/L coordinate N 27degrees 46.60 west 082 degrees 56.30. This is approximately seven miles west of John's Pass, Madeira Beach, Florida. The United States Coast Guard had been notified on 07/04/98 that Cody's vessel was found anchored at the listed location with no one aboard. Edward Cody's dive gear was found by a man on 07/03/98. The gear was found floating approximately 9.2 miles out in the Gulf of Mexico. It appears that Edward Cody went scuba diving alone, at which time an event took place to cause Ed Cody to be missing.

Charles Persho was working on a fishing vessel with a man named Edward Ballo. Edward has a fishing vessel named the "Kelly J." Persho met Ballo four days prior to the incident. Persho had worked on a couple of other fishing vessels out of Maderia Beach. He then met with Ballo, at which time he hired him to go out and fish. While out in the Gulf of Mexico, Persho became sick and started to hallucinate. Persho then jumped into the water. Ballo tried to get Persho to get back on the boat. Ballo then threw ropes and even extended a ladder out to Persho. Persho kept pushing them away. Ballo called the Coast Guard for assitance; however by the time they arrived, Ballo could not find Persho, as he was lost somewhere in the water.

On December 8, 1996, Harry Israel, age 83, was reported missing by a family member. He lived at 7500 72nd Avenue North, Pinellas Park, where he ran a storage facility. Just prior to his disappearance, he was involved with evicting a tenant, Edward William Vanderbilt, age 58, for non-payment of rent. Investigators believe that Harry Israel is the victim of a murder.
JAYME ENGSTROM 12/29/1995 1300 block of Cleveland Street in Clearwater, Florida 95-401299
Jayme Engstrom was last seen at approximately 9:00 PM on February 20,1994 in the 1300 block of Cleveland Street in Clearwater, Florida. A police officer had a brief citizen contact with her outside the Idle Spur Bar as she walked in the street with an open container of alcohol. Jayme was not reported missing to the Pinellas Sheriff's Office until December of 1995. Jayme Engstrom is a white female, 22 years of age when she disappeared. She is 5 feet 4 inches tall weighing approximately 115 pounds. She has blonde hair and blue eyes. She has a tattoo of a rose on her upper right arm. Jayme also has ties to Mckeesport, PA, Philadelphia, PA and West Springfield, MA areas.

The victim was transient and was staying in the Baypines area, but would sometimes migrate to other parts of the county. No known suspicious activity. Heinz VA Hospital in Chicago, Illinois reports that Moore used his VA benefits three times for physical therapy from 12/04/98 through 01/06/99.
BRENDA STARR SNOUFFER 04/21/1995 HIGHLAND LAKES ELEMENTARY SCHOOL PALM HARBOR, FL 95-118220
At 9:15 a.m. on April 21, 1995, Brenda Snouffer drove her six-year-old daughter to the Highland Lakes Elementary School. When school was dismissed that day, Brenda never returned to pick up her daughter. At the time of her disappearance, Brenda was involved in a bitter divorce and custody battle with her husband, Scott Irving Snouffer. In addition, Brenda was scheduled to testify against Scott at an upcoming criminal trial. Brenda Snouffer was last seen driving a turquoise blue 1993 Mazda Protégé, Florida tag LEA14U. This vehicle has never been recovered.

The victim was on a fishing boat named the "Double O" in the Gulf of Mexico with three other subjects, two of which were found deceased. One is still missing and presumed drowned.

Denninger was last seen by his girlfriend at home. He was reported missing by family members from out of state after this agency checked on his whereabouts for a pending court case. He was reportedly depressed and suicidal when last seen.

The victim was suicidal over the loss of his job and declining health. He sent a suicide note to his brother in Largo, post marked from Albuquerque, New Mexico. There has been no further communication from Beich since that date.

Donyelle Johnson was last seen leaving her residence for a class at Saint Petersburg Junior College in Clearwater, Florida. Johnson's vehicle was found abandoned behind the Hardees restaurant at Belcher Road and East Bay Drive in Largo, Florida. A black male named “Johnny Bailey” called a towing company to report car trouble and to have the vehicle towed. He has never been identified or located. Johnson had been involved in a relationship with Cleveland Hill. He was a suspect in a total of (3) missing women/homicide cases, no remains have ever been recovered. Cleveland Hill died in 2018 and denied any knowledge or involvement until his death. Cleveland Hill was linked to the 1974 disappearance of Margaret Dash, Clearwater Police report 74-9084. Cleveland Hill was linked to the disappearance of Retha Hiers, Pinellas County Sheriff's Office under 83-7745.

The victim was lost at sea during a scuba diving accident. He surfaced with a friend and started to swim for their boat. The friend survived, and the victim probably drowned in the attempt. The victim's tank and wet suit were found during a Coast Guard search.

Donnel Sears left Madeira Beach with a friend named Michael Franzese (SPPD case #: 82-10262) on a 10' Styrofoam sailboat on 01/28/1982. Neither subject nor the sailboat has been recovered. Sears was reported missing on 01/30/1982.

The victim was last seen removing $5,000 from her bank in Tampa. Her vehicle was found abandoned at Lafayette Blvd. and National Orange Drive in Oldsmar, Florida.

Romano was last seen at his home by his brother and sister-in-law in 1980. Romano was reported to have ties to drug trafficking in the Miami area. The brother delayed reporting the disappearance until October 22nd, 1984 because he was afraid of the alleged drug connection.
