PUBLIC NOTICE

The Cities of St. Petersburg, Clearwater, Largo, Pinellas Park, Tarpon Springs, Dunedin, and Jim Coats, as Sheriff of Pinellas County, Florida are entering into a Memorandum of Understanding delineating the amount of U. S. Department of Justice, Justice Assistance Grant (JAG) funds each will receive. 

The paragraphs which follow provide information on the JAG, as well as the County’s and the Cities’ proposed use of JAG funds.

Background:
The County of Pinellas, Florida (County) and the Pinellas County Cities noted above (Cities) are units of local government appearing on the FY2009 JAG Allocation list as eligible to apply for JAG funds.

The Director of the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance has certified that the County and Cities have disparate allocations of JAG funds.   Multiple disparate allocations arise when multiple cities are collectively eligible to receive four times (400 percent) more than the County, while the County bears more than 50% of the costs of incarceration that arise from Part 1 violent crimes reported by the Cities. Jurisdictions certified as disparate must identify a fiscal agent that will submit a joint application for the total eligible allocation.

As a result of this disparate certification, the County and the Cities will submit a joint application for the aggregate of JAG funds ($726,862).  The Pinellas County Sheriff’s Office and the Cities will enter into a Memorandum of Understanding which will be submitted with the grant application, as specified in the JAG solicitation guidelines. The County will serve as the applicant and fiscal agent, and the Pinellas County Sheriff’s Office will serve as the implementing and reporting agency.  The Cities will provide information to assist with the development of any fiscal and/or programmatic reports that will be required of the JAG program.

Use of funds:
The parties have agreed the funds will be used as follows: 

All funds allocated to Pinellas County, Clearwater, Largo, and Tarpon Springs will be used to supplement and improve the efficiency and effectiveness of the Cities’ and the County’s delivery of law enforcement services.  A total allocation of $377,393 will be used to fund operations related to a countywide Prisoner Transport Unit (PTU).  It has been agreed that those cities not participating in the countywide project (PTU) will contribute twenty percent of their individual allocations to the County toward administrative costs and in recognition of the disparity in allocations.  The County has incorporated those funds into the operation of the PTU.

The Cities of St. Petersburg, Pinellas Park and Dunedin will utilize their funds for other, individual purposes within the Law Enforcement JAG Purpose Area. Specifically, St. Petersburg will use funds to supplement overtime; Pinellas Park will purchase in-car video camera systems; and Dunedin will purchase digitized traffic signs to support public safety within the city.
