The victim is an 8-year-old female who is known to the suspects. Per FL Statute 119.071(2)(h)1 no further information will be released that would tend to identify the victim.

What:
Deputies have arrested a Clearwater man for 2 counts of sexual battery on a child under the age of 12. The suspect’s wife was also arrested for neglect of a child after it was made known to deputies that she had knowledge of the suspect’s actions but failed to report it to proper authorities.

When:
The two suspects were arrested on Saturday, March 29, 2014. The crime occurred on multiple occasions over the past two years.

Where:
The crimes occurred at a private residence in Pinellas County.

Why/How:
Pinellas County Deputies have arrested a Clearwater man for two counts of sexual battery on a child under the age of 12.

According to deputies, the victim disclosed that the suspect sexually battered her on multiple occasions over the past two years. The 8-year-old victim was known to the suspect at the time of the incidents.

Deputies met with the suspect, identified as 29-year-old James P. Millard, on Saturday, March 29, 2014. Millard admitted to sexually abusing the victim on two occasions. Deputies arrested Millard and charged him with two counts of sexual battery on a child under the age of 12.

Deputies also met with Millard’s wife, 31-year-old Jennifer Millard, who advised she was aware of the prior acts of sexual abuse and failed to report the incidents or protect the child from the sexual abuse. Deputies arrested Jennifer Millard for one count of child neglect.

Both James Millard and Jennifer Millard were transported to the Pinellas County Jail without further incident.

The investigation continues.
