Deputies have placed a charge of solicitation to commit murder on Pinellas County Jail inmate Howard Michael Dilkes – after Dilkes offered to pay another inmate to kill his (Dilke’s) wife.

The inmate was charged with the crime on February 23, 2012.

The crime occurred on January 27, 2012.

The crime occurred at the Pinellas County Jail.

On January 27, 2012, the Detention Investigation Unit received information from an inmate that another inmate, 50-year-old Howard Michael Dilkes, had asked him to carry out the murder of his (Dilke’s) wife, 44-year-old Arlita Harwood.

According to investigators, Dilkes told the inmate that he would pay him money and/or a vehicle (a 1992 Ford F150 pickup truck) to kill his wife. According to deputies, Dilkes explained that he wanted his wife killed in order to prevent her from testifying against him in an aggravated assault trial set for January 31, 2012.

According to investigators Dilkes provided the inmate detailed information about the intended murder victim’s place of employment, work hours and daily routine. He further provided possible options for how the murder might be committed to include a kidnapping scenario; and maps and diagrams of the victim’s home, denoting the specific location of her bedroom.

Through their investigation deputies developed probable cause and on February 23, 2012 charged Dilkes with solicitation to commit murder.
