What:  Just after 3:30 p.m., Tuesday, September 22nd, a Pinellas Sheriff's deputy observed Lucia walking with a friend in the vicinity of 82nd Ave. and Starkey Rd. The deputy noticed that Lucia appeared to have something concealed under his shirt. The deputy made contact with the two subjects, and in the course of talking to Lucia and giving him a pat down, the deputy found that Lucia had a small caliber handgun in his waistband. As the deputy removed the gun, Lucia fled on foot, and was observed to be carrying another dark colored handgun.

Back-up units , the sheriff's helicopter and K-9 established a perimeter and searched for Lucia - who at that time was still unidentified.

The search was scaled back after about an hour, but deputies established the subject's identity as Lucia and eventually arrested him as he emerged from hiding under a bush just after 7:00 p.m.

Where:  Lucia was first observed by a deputy near Starkey Rd. and 82nd Avenue. He was arrested near 8211 91st Street.

When:  The incident began around 3:30 p.m., and the arrest was made just after 7:00 p.m.

How/Why:

Other details:

The second gun observed by the original deputy was not in Lucia's possession upon arrest. Efforts will be made to search for the weapon.

During the initial search three schools were notified to lock down for safety. They were the Wellington School, Starkey Elementary School and Osceola Middle School - which is the only school with students still on campus. The lock down delayed dismissal by about 20 minutes.

Lucia has an extensive juvenile record, with numerous contacts with law enforcement.

The investigation continues.
